    It's bureaucracy-speak, what do you want? ;-) Actually I hear warnings all the time, at least I can remember hearing them lots of times. But if you - a member of the media - weren't aware of this news item, I guess you have a point. Why don't you lobby your editors to put those alerts in the weather section or maybe in a corner of the front page?
